change the default pid file location to "@LOCALSTATEDIR@/run/tinyproxy/tinyproxy.pid"

I.e., add a tinyproxy subdirectory.
This is meant to ease running tinyproxy as non-root user.
The subdirectory can be used to give the tinyproxy user
write permission.
